The question people actually type

People type 'is Fastwin legal' expecting a green tile. A green tile would be a lie of completeness. The honest answer is a map of overlays plus a blank where the operator licence should be.

Fastwin's own authorisation is unpublished here. Unpublished is not a synonym for illegal. It is a synonym for 'do not pretend'.

Public Gambling Act 1867 is not the whole map

The Public Gambling Act 1867 and later state statutes created a patchwork. Some states treated games of skill differently from games of chance. That history still appears in older advice. It is not a complete 2026 answer.

If a helper quotes only 1867, they are missing the overlay. Ask them to name the 2025 Act before you treat their advice as current.

Skill talk versus money-game overlay

Indian courts have, in older cases, treated rummy as a skill game in some settings. That sentence is history, not a current nationwide permission to stake money online.

The 2025 Act looks at whether money is staked on an online game, not only at whether skill is present. Skill talk does not automatically rescue a cashier.

What Presidential assent on 22 August 2025 changed

The Promotion and Regulation of Online Gaming Act, 2025 received Presidential assent on 22 August 2025. MeitY is the nodal ministry. The Act prohibits offering online money games and advertising them, while recognising other categories such as e-sports and social games in its promotional chapters.

MeitY issued draft rules after the Act. Drafts move. Do not freeze a draft as if it were your personal permission slip.
